That should be a layer of Teflon tape. Do not remove it as it helps create a leak free connection to the galvanized tee when assembling the cart. If it looks too heavy and is difficult to thread, then you may try to unwrap and remove some layers.
2. What are some of the features for the wheel?
The rim is a bolted rim. Main benefit is much easier replacement of tube and tire. The rim is equipped with sealed ball bearings to roll smoothly. The tire is a 4.10/3.50-4 which measures about a 10" height. This is a tubed tire.
